New Statewide ADU's laws

California laws and Los Angeles rules removed barriers, waived parking and fees, and mandated ministerial approvals, driving ADU permits. Existing conversions were legalized, and housing demand yields high returns.
 

Accessory Dwelling Unit (ADU) activity and permitting have surged in Beverly Hills primarily due to a combination of relaxed state housing mandates, proactive city streamlining programs, and regional housing quotas. 
 

  • Regional Housing Needs Allocation (RHNA): Beverly Hills must account for thousands of new housing units under its current planning cycle, making ADUs and Junior ADUs a fast, quantifiable way to satisfy state housing quotas. 
     

  • Streamlined Pre-approved Plans: The city launched the Preapproved ADU Program to offer 70% complete, code-compliant architectural and engineering designs that drastically cut down plan-check times, reduce costs, and accelerate building permits for homeowners. 
     

  • Favorable Local Limits: Beverly Hills permits comparatively generous size caps (up to 1,400 sq. ft. in certain areas like Central North and the Hills) and heights (up to 25 ft.) relative to neighboring jurisdictions, giving property owners high incentives to build. 
     

  • Expansive State Legislation: California laws (including recent updates like Senate Bill 543 and Assembly Bill 1154) override many local restrictions, forcing cities to permit multiple detached or converted units on residential and multi-family lots and restricting local reviews to objective standards.
